Action Requested
Authorization for the Chairman to execute a Letter of Agreement with the Agency for Health Care Administration.

Background Discussion
  • In October 2004, the Board of County Commissioners approved County participation with the State of Florida Agency for Health Care Administration (AHCA) Matching Programs Upper Payment Limit, Low Income Pool Program.  This participation has allowed for additional funding to come into Manatee County for expansion of healthcare services for Medicaid, uninsured and underinsured residents.  Manatee County has participated on an annual basis utilizing funds already budgeted for the Manatee County health care providers.
  • As part of the FY2013 budget process, the Board adopted funding for Manatee Memorial Hospital (MMH). In September 2012, also as part of  FY2013 funding,  the Board entered into Letters of Agreement with AHCA on behalf of MMH. Through the Letters of Agreement, the FY2013 budgeted County funds were forwarded to AHCA.  This action then provided for additional Federal funds to be drawn down by the State, and made available to the provider.
  • The County has been notified that a portion of the County's FY2013 budgeted funds can be used to enter into an additional Letter of Agreement with AHCA for the Low Income Pool Program. This action will provide an additional $330,936 in Federal funds, with no increase in the funding provided by the County. These funds are used for the provision of health care services in Manatee County for the time period July 1, 2012 - June 30, 2013.
  • The form of the attached FY2013 Letter of Agreement has been developed by AHCA based on applicable rules and standards.  The County has executed this form of the Letter of Agreement as standard practice in the past and in current years.  This Letter of Agreement must be approved and returned to AHCA by June 24, 2013 to be eligible for the additional funding.
