Authorization to award IFB#13-1089-OV, 44th Avenue East from U.S. 41 (1st Street) to 19th Street Court East to the lowest responsive, and responsible bidder; Woodruff & Sons, Inc., Bradenton, FL for a total base bid of $8,955,511.05 (Option "B" 720 calendar days) and authorize the County Administrator, or designee, to execute the Agreement and accept and date the Performance and Payment Bonds.

The 44th Avenue East from U.S. 41 (1st Street) to 19th Street Court East project consists of constructing a three (3) lane road from U.S. 41 to 15th Street East, and a four (4) lane road from 15th Street East to 19th Street Court East which will include sidewalks, curbs and gutters.
Turn lanes for the intersections at 301 Boulevard, 9th Street East, 15th Street East and 18th Street Court East will be incorporated in this project along with a new access road and cul-de-sac for 18th Street Court East. The driveway located on Beall’s Property at 18th Street Court East will be realigned.
New Street lighting shall be provided along 44th Avenue East from U.S. 41 to 19th Street Court East, re-installation of signalization for the intersections of 301 Boulevard and 9th Street East. At the intersection of 15th Street East and 18th Street Court East, new signalization along with new pavement signing and markings will be installed.
Formal, competitive sealed bid procedures were followed resulting in a total of three (3) bidders submitting a sealed bid for consideration:

On June 4, 2013, a memorandum from Project Management Division was received recommending award to Woodruff & Sons, Inc. for a total base bid of $8,955,511.05 with a completion time of 720 calendar days (Bid "B").
In addition to the funding sources indicated below, a Budget Amendment (B-13-052/8) appropriating $1,530,150.00 to the project will be presented to the Board of County Commissioners on June 18, 2013. This appropriation amount represents FDOT's County Incentive Grant Program (CIGP) contribution for 44th Avenue East, 1st Street East to 15th Street East. Funding Source: Impact Fees: 3836001060--534000-6001060.
