Action Requested

Authorize the County Administrator or his designee to execute Contract 14-0105DC, Construction Manager at Risk Services for the Southeast Water Reclamation Facility Maintenance Building with NDC Construction Company, Bradenton,  in the not to exceed amount of $19,140.00 for preconstruction services and for the development of a Guaranteed Maximum Price (GMP) and schedule for construction.

Background Discussion

Construction Manager at Risk (CM@R) services include value engineering, constructability and life cycle cost analyses, development and maintenance of project budget and scheduling and all other work necessary to reach final design to construct the facility within a Guaranteed Maximum Price (GMP). The preconstruction services have been negotiated to a not to exceed amount of $19,140.00. Within four (4) months, the Construction Manager shall establish a Guaranteed Maximum Price which will submitted to Board of County Commissioners for consideration as an amendment to this Agreement.

The project covers approximately one acre of property at the Lena Road landfill for the construction of a central facility to house staff offices, support functions, maintenance, and storage spaces. The Construction Manager at Risk shall provide services for constructing a  preengineered metal building, a new stormwater collection and treatment system, potable water and sanitary sewer systems, and concrete and asphalt paving for parking and roadway. In addition to providing preconstruction and construction management services, the Construction Manager at Risk shall work with the County selected design firm and County to coordinate and construct the project expediting all facets including design, permitting, construction, and close-out.

A Request For Proposal (RFP) was advertised on the Manatee County website, DemandStar, Bradenton Herald, and the Tempo News and was also provided to the Manatee County Chamber of Commerce for release to its members. The purpose of the RFP was to obtain, from qualified firms, their experience and qualifications to provide Construction Manager at Risk services for the construction of the Southeast Water Reclamation Facility Maintenance Building.

An Evaluation Committee was formed to review the proposals and provide negotiation recommendations to the County Administrator. The Evaluation Committee included Tom Yarger, Property Management Department; Charles Froman, Utilities Department; and Deborah Carey-Reed, FMD/Purchasing.

The Evaluation Committee, in compliance with Sunshine Law, met to review and discuss the qualifications of each proposer.  The Evaluation Committee interviewed four (4) proposers and after careful consideration recommended negotiations with NDC Construction Company (NDC).

NDC, the top ranked firm, was considered to be the most qualified firm to provide the CM@R services to successfully deliver the Southeast Water Reclamation Facility Maintenance Building. NDC has provided construction management services on the west coast of Florida since 1997 with 30 projects being completed within the past five (5) years. Local experience includes comparable construction projects at the McKenzie Field, Manatee Players, and Palmetto Elementary. NDC presented a strong, knowledgeable project team whose recent experience involves a new 65,000 square-foot Goodwill Manasota facility.   NDC presented a detailed progression of the work and the importance of good communication with the owner through recent, relevant examples.  NDC is a local firm with an experienced project team.
