Southwest Florida Water Management District Cooperative Agreement for Restoration Project at Robinson Preserve Expansion

Action Requested
Adoption of Resolution R-15-087 accepting a grant from Southwest Florida Water Management District for the environmental restoration project at Robinson Preserve Phase 2 and authorizing the Chairman to execute the agreement.

Adoption of Resolution B-15-063 amending the Annual Budget of Manatee County, Florida, for FY 2014-2015.

Background Discussion

In October 2013 staff submitted 6 proposals to SWFWMD under the Cooperative Funding Initiative for FY 2015 of which the Robinson Preserve-Phase 2 restoration project was the number one priority. The request was for $3,200,000 from the District with a land match of  $3,200,000 from the County (through the donation of the land from the Conservation Foundation of the Gulf Coast, who purchased the land with a donation of  $3,200,000 from Mosaic Foundation). 

The environmental restoration includes the following:

  1. 61 acres of pine flatwoods
  2. 35 acres of hammock consisting of a mixture of maritime, coastal strand, and buttonwood hammocks
  3. 5 acres of open water, including salt and fresh water
  4. 11 acres of freshwater emergent marsh
  5. 13 acres of intertidal habitats such as salt marsh, mangrove swamp, and oyster bars
  6. Species specific ecological amenities such as: seabird nesting islands, nesting boxes, raptor nest platforms, bat houses, artificial reefs, vegetative screening, and other potential species improvement.

The bid/construction documents have been prepared and will be issued once the grant has been accepted by the Board.  Construction is expected to start in fall 2015.
Adoption of Resolution B-15-063 is requested to amend the annual budget of Manatee County, FL, for FY 2014-2015.  This will allow for the Phase 2 construction bid to be advertised. 

Staff recommends that the grant be accepted, the Cooperative Funding Agreement (#15C000000078) be executed, and the Budget Amendment be adopted.
