Action Requested

Authorization to award IFB#15-0465OV, 53rd Avenue West: 43rd Street West to 75th Street West, Roadway, Striping & Signal Work, including the installation of Force Main 27-A from 51st Street West to the Southwest Water Reclamation Facility (SWWRF) including Reclaimed Water and Potable Water to the lowest, responsive, and responsible bidder, Woodruff & Sons, Inc., Bradenton, FL for a total agreement award of $11,988,299.33 (Bid "A", 730 calendar days completion time), and to request the County Administrator or his designee to execute the Agreement and simultaneously accept the performance / payment bond and insurance certificate.

Background Discussion

The Work included in this project is the widening  of 53rd Avenue West from the existing undivided two-lane roadway segment to four lanes divided from 43rd Street West to the roundabout (approximately 1.8 miles) which will facilitate traffic flow on 53rd Avenue West and reduce traffic on Cortez Road.

Additional work in this project includes modification of traffic signalization at the intersections of 53rd Avenue West at 51st Street West and 53rd Avenue West at 66th Street West through installation of Advanced Traffic Management System (ATMS) infrastructure along 53rd Avenue West between 43rd Street West and 75th Street West.  New signing and pavement markings along 53rd Avenue West will also be installed.

The work also includes the installation of  6,800 linear feet of 42" Force Main (27-A).  Force Main 27-A replaces the existing 30" force main on 53rd Avenue West from 43rd Street West to the Southwest Water Reclamation Facility (SWWRF) and approximately 1,340 linear feet of 24" reclaimed water main on 53rd Avenue West from 65th Street to 66th Street West.

Formal, competitive sealed bid procedures produced a total of four (4) sealed bid as follows:

The award is contingent on the Board approving the Impact Fee Agreement for Conveyance of Road Right-Of-Way and Related Easements between Lake Flores East, LLC, Lake Flores I, LLC and Manatee County, which is being presented by Property Management and is placed on the June 16th Board of County Commissioners agenda.
