Confirm appointment of Rodney Barnes as Human Resources Director with an effective start date on or about August 4, 2014.

Background Discussion

Rodney Barnes has over 25 years of human resources experience including 20 years as a director in leading Human Resources teams to excellence. Barnes served as Executive Director of Human Resources for the Elk River Area School District in Elk River, Minn, for the last five and a half years.  This district employs approximately 2,000 faculty and staff, comparatively a similar size organization to Manatee County Government.

With a Bachelor’s degree in business and certification as a Senior Professional in Human Resources (SPHR), Rod brings to Manatee County Government major areas of accountability including strategic management, workforce planning and employment, human resources development, employee and labor relations, risk management, compensation, and employee health benefits.

Rod has displayed the ability to think and lead strategically on an organization-wide level as a member of a senior leadership team, and as an advisor and mentor to department leaders and colleagues. His prior accomplishments include introducing cost effective benefits and pay programs that met fiscal priorities; improving faculty and staff performance through the implementation of performance management, training and staff development programs; initiating programs to improve faculty and staff commitment to organizational goals and objectives; developing and implementing metrics and reports to ensure data driven decisions that support the success of faculty and faculty administrators; and transforming the HR department from a processing role to a client focused strategic business partner.

Rod sees building positive, cohesive relationships at all levels and providing enhanced service-oriented customer support focused on increasing employee job satisfaction and effectiveness as immediate priorities.  He is an avid runner, with a passion for triathlons and marathons. His skills and experience will provide a tremendous addition to the leadership team of this government.
