Spay and Neuter Program; Resolution R-15-128, Rescinding Resolution R-99-92

Adopt Resolution R-15-128 accepting proposed amendments to Resolution R-99-92 that would raise the cap on a spay/neuter procedure from $55 to $100.
The old resolution capped the amount of subsidy the County could provide to the Humane Society and to Animal Rescue Coalition (ARC) at $55. The funds required to make up the rest of the cost for a spay/neuter come from grant funds that those agencies apply for. Grant funds have been exhausted and Animal Services has a remaining balance of earmarked money for spay and neuter programs that it would like to use in a focused campaign in the Oneco/Samoset area as well as the Memphis area. Animal Services funds will be used to cover 100 percent of the cost of the procedure and there will be no charge to the residents of these communities. We believe this is the best use of these funds for the balance of the year. The projected cost per spay/neuter from ARC is $80 but we are asking to raise the cap to $100 for future programs. We will revert to the standard $55 cost at the beginning of the next fiscal year and will again be augmented with grant money from those agencies.
Grassroots volunteer programs will precede the event and solicit appointments. This will be a joint effort between the Humane Society, ARC, many local rescues, and Manatee County Animal Services.
