Action Requested

Adoption of Resolution R-15-124 authorizing the Chairman to execute the Trip and Equipment Grant Application Agreement with the Florida Commission for the Transportation Disadvantaged for the period of July 1, 2015, through June 30, 2016, in the amount of $652,795, and approval of the updated rate model and corresponding trip reimbursement rates.

Background Discussion
  • The annual Trip and Equipment Grant makes available $587,445 in funds for the provision of services for the Transportation Disadvantaged (TD), and also makes available $78 in voluntary dollar contribution for a total of $587,523 provided through State funding.
  • The Trip and Equipment Grant requires a 10% local match of $65,272 which will be funded through Para Transit fare box revenues.
  • Once executed, the Agreement provides for the availability of State Funds to help support the cost of providing passenger trips to non-sponsored TD eligible clients in accordance with Chapter 427, Florida Statues, Rule 41-2, Florida Administrative Code, the most current Commission policies, and the Program Manual of the Trip and Equipment Grant for non-sponsored trips, as revised on May 10, 2015.
  • The Transportation Disadvantaged Rate Model for 2015-2016 authorizes a per trip reimbursement of $16.98 for each Ambulatory Trip; and $29.10 for each Wheelchair Trip, with total cumulative reimbursement for the contract period not to exceed the State Contribution of $587,523.
  • The 2015-2016 per trip reimbursement rates were approved by the Local Coordinating Board (LCB) on May 13, 2015, and have been incorporated into the Transportation Disadvantaged Trip & Equipment Grant Agreement as "Exhibit B, Page 19."

Instructions to Board Records
Please return two (2) copies of the signed Resolution; two (2) copies of the Transportation Disadvantaged Non-Sponsored Trip & Equipment Grant Information Form; and two (2) copies of the original Trip & Equipment Grant Agreement (page 21) to Edrick Sweeting to be forwarded to the Florida Commission for the Transportation Disadvantaged (CTD) for signature.  The Agreement date and contract number will be completed by the CTD during agreement execution.  A fully executed, signed Agreement will be forwarded to Board Records upon return.
