Action Requested
Adoption of Resolution R-16-120 authorizing the submission and acceptance of the Edward Byrne Memorial Justice Assistance Grant (JAG) from the Florida Department of Law Enforcement (FDLE) in the amount of $122,316; authorizing the Chairman, the County Administrator, or the Deputy County Administrator to execute all necessary documents related to the grant submission and acceptance; and authorizing the Community Services Interim Director, or designee, to execute all appropriate documents required in connection with the grant administrative functions.

Authorize the Chairman to sign a letter to FDLE approving the allocation of grant funds to the Board of County Commissioners for the Manatee County Drug Court Program and the Manatee County Probation Pretrial Release Screeners Program.

Background Discussion
  • In a letter received on June 30, 2016, by the Manatee Board of County Commissioners, FDLE advised that Manatee County has been allocated $122,316 in Federal Fiscal Year (FFY) 2016 for County FY2017 Edward Byrne Memorial Justice Assistance Grant (JAG) funds for use by all units of government within Manatee County.
  • On July 8, 2016, through the Board Recess Agenda process, a certificate of participation was executed on behalf of the Board of County Commissioners, and submitted back to FDLE as required. As a result of such action Manatee County assumes the responsibility of coordinating the development of a grant application for the FFY 2016 JAG funds for use by all units of government within Manatee County as recommended by FDLE.
  • At its March 18, 2016, meeting the Public Safety Coordinating Council (PSCC) recommended to apply for this JAG grant and allocated the funds as follows:
    1. $78,557 of the $100,548 requested by Manatee County Probation is to be utilized to continue staffing Pretrial Release Officers/Screeners providing services at the Manatee County Jail.
    2. The $43,759 remaining balance to Manatee County Drug Court, which will be combined with Bureau of Justice Assistance JAG funds to continue contractual services with Centerstone of Florida, Inc., for an additional year to provide for addiction counseling and ancillary services to participants in the Drug Court Program.
  • FDLE JAG requirements include submission of letters from at least 51% of the units of local Government, representing 51% of the County's population, approving the distribution of JAG funds. The required letters are due no later than July 31, 2016.
  • The Online grant application is due no later than August 26, 2016, and two (2) hard copies of the application with additional forms are due no later than August 31, 2016.
  • No grant match is required under the guidelines of the JAG program.
