Action Requested

Authorization for Chairman to execute the Second Amendment to the SWFWMD Cooperative Funding Agreement between the Southwest Florida Water Management District and Manatee County for the Regional 10 Million Gallon (MG) Reclaimed Water Storage Tank at the Southwest Wastewater Reclamation Facility - SW-2 Project (H093-2).

Background Discussion
  • The original agreement was approved by the Board of County Commissioners (BCC) on May 24, 2011.
  • The First Amendment to the agreement was approved by the BCC on June 4, 2013.  The first amendment reallocates funding from the state's Water Protection and Sustainability Trust Funds (WPSTF), thereby reducing each party's construction costs on the project.   The total funding increase was $637,824.42 to be split 50% each.
  • The Second  Amendment to the agreement seeks to extend the contract period and increase project funding due to increased construction costs.
  • The contract period is hereby amended to complete construction of the project by April 1, 2014.
  • The project funding will increase by a total of $2,179,284 which includes the WPSTF funds, split 50% between the  District and the County.
  • The increase in project funding is primarily driven by the addition of a low pressure transfer pump station along with a new high service pump station.
  • Upon evaluation of the system during design the long term benefits were determined and therefore incorporated into the design.
  • The new electrical feed to the new high service pump station site and costs for the new transfer pumps and associated electrical were additional cost included during the design phase.
  • The final cost estimate for the project included these items.
