National Estuary Program and Coastal Program Funding Support

Action Requested
Authorize the Manatee County, Florida, Board of County Commissioners Chairman to sign letters of support to Senator Jack Reed, Senator Lisa Murkowski, Representative Ken Calvert, and Representative Jim Moran  for Interior and EPA's top coastal Restoration and Protection Program in FY 2014 Appropriations.

Background Discussion
  • Department of Interior's Fish and Wildlife Service and the Environmental Protection Agency administer critical programs  that accomplish important coastal habitat protection and restorations goals in coastal communities across America.  The Coastal Program is a voluntary, incentive-based program that provides technical and financial assistance to coastal communities and landowners to protect and restore fish and wildlife habitat on public and private lands.
  • A recent estimate by USFWS Coastal Program staff shows that the program leverages seven non-Federal dollars for every Federal dollar spent - this makes the Coastal Program one of the most cost-effective habitat restoration programs within the U.S. Fish and Wildlife Service.
  • The National Estuary Program is a non-regulatory network of voluntary community-based programs that safeguard the health of important coastal ecosystems across the country. 
  • For every federal dollar invested by EPA, the NEP's leverage more than $15 from other private and public sources for local priorities.
  • We have been requested as a member of the Sarasota, Charlotte Harbor and Tampa Bay National Estuary Programs to submit letters of support for 2014 to fully fund the continuation of the national estuary programs as requested by the Department of Interior's Fish and Wildlife Service and the Environmental Protection Agency.
