Approve letter to be sent to Manatee County's Legislative Delegation, et al, opposing actions proposed under HB 147.
Manatee County has one representative on the 13-member Southwest Florida Water Management District Governing Board. Board members are unpaid citizen volunteers appointed by the Governor and confirmed by the Florida Senate to serve four-year terms on the Board. The Governing Board also appoints the District’s Executive Director, who directs all District activities. The Governing Board represents a wide cross section of interests, including agricultural, recreational, business, industrial, urban, rural and the public.
Florida HB 147 (Pilon) and its companion SB 412 (Detert) would eliminate four members of the SWFWMD Governing Board, including Manatee County's lone representative seat. The bill would also eliminate one of the two representative seats, each belonging to Hillsborough and Pinellas and Polk counties. Under the bill Manatee County would share an at-large Governing Board seat with Sarasota County which now shares a seat with Charlotte County. The bill would take effect July 1, 2013; sitting Governing Board members would finish their terms.
The House bill has been referred to three House committees, including Agriculture and Natural Resources Subcommittee, State Affairs Committee and Local and Federal Affairs Committee. The Senate companion was filed on Jan. 22 and does not yet have any committee references.
