Action Requested

Award Vesta NEXT Portfolio Master Service Agreement and Airbus DS Communications Service Order Agreement No. 1, 9-1-1 Emergency Services Next Generation Routing System to Airbus DS Communications, Inc., with a one-time charge of $112,766.50 and a monthly recurring cost of $33,830.00 for a five (5) year contract total cost not to exceed $2,142,566.50.

Authorize the County Administrator, or designee, to execute the Agreement.

Adoption of Budget Resolution B-18-037 amending the annual budget for Manatee County, FL, for fiscal year 2018.

Background Discussion

This negotiated Agreement is for the purchase and installation of a 9-1-1 emergency services next generation routing system for the Public Safety Department and recurring monthly costs. The system includes 9-1-1 tabular routing + 9-1-1 Automatic Number Identification (ANI), 9-1-1 Automatic Location Information (ALI) Database (DB) Services + DB Management, and 9-1-1 Network Elements.

The Public Safety Department is requesting a non-competitive purchase of the Airbus DS Communications, Inc., Vesta NEXT Portfolio 9-1-1 emergency service systems based upon the following:

  • Airbus is the current provider for the Land Mobile Radio (LMR) solution in Manatee County. The Airbus next generation system will leverage already deployed radio network assets and leverage existing support infrastructure for redundant and geo-diverse routing. This will result in savings for Manatee County, which most likely would exceed the savings of a competitive purchase.
  • Airbus DS Communications is uniquely qualified to oversee the management of the transition process, since the County is the current provider of the radio and Original Equipment Manufacturer (OEM) of the electronic 9-1-1 Call Handling System (CHS). This will provide faster restorations and eliminate the need for Manatee County to manage multiple vendors.
  • Airbus DS Communications, Inc., is the only known provider that is utilizing IP Selective Routers (IPSR) within Data Centers located within the State of Florida. Airbus DS Communications, Inc., deploys IPSR which are located in Tampa and Jacksonville Data Centers. The advantages to this is state routing. Other companies use nationwide routing which could hinder service or cause prolonged interruptions.

The final cost of this Agreement has been negotiated by staff resulting in a 50% reduction to the original proposed non-recurring charge.
