Appoint an individual applicant to the Children's Services Advisory Board (CSAB) to serve the remainder of a three-year term from October 1, 2014, through September 2015 as a child advocate.
County Ordinance #91-42, Establishing the Children's Services Board (94-28 amended)
A vacancy on the Children's Services Advisory Board (CSAB) has occurred due to a resignation of a Child Advocate representative whose three-year term expires September 30, 2015.
On July 9, 1991, the Board of County Commissioners adopted Ordinance 91-42 relating to the establishment of the Children's Services Advisory Board.
Ordinance 91-42 (94-28 amended) provides that the CSAB shall have the power and duty to make recommendations to the County regarding the expenditure of the Children's Services Dedicated Millage Fund; to consult with agencies dedicated to the welfare of children to the end that overlapping of services will be prevented; and such other duties as may from time to time be assigned by ordinance or resolution of the Board of County Commissioners.
To the extent possible the Advisory Board shall be comprised of a) a physician, preferably a pediatrician; b) a licensed mental health professional; c) a member of the NAACP; d) five (5) child advocates who are not affiliated with any agency receiving County funds; e) a criminal justice representative; f) a school board member; g) a representative from the Department of Children and Families; h) a representative of the United Way of Manatee County; and i) a Family Law Division representative. The Advisory Board has a total of 13 members.
Advisory Board members serve three (3) year terms. The term of one member, who recently resigned, will expire on September 30, 2015. The appointment is to fill the child advocate position vacated by the resignation of Child Advocate Lisa Morrison for the remainder of the term.
There are a total of 6 applicants. CSAB vacancies were publicly advertised in August 2014 for annual appointments made on September 23, 2014. Four of the applicants, not appointed at that time, remain interested in serving on the CSAB. In addition, two new applications have been submitted. Of the 6 applicants, only one has a conflict of interest due to an affiliation with a non-profit agency funded through the Children's Services Dedicated Millage, based on the information submitted in the advisory board application.
