Authorization for the Director of the Neighborhood Services Department, or designee, to submit a FY 2016-2017 Funding Application to Manatee County Children's Services for use of Children's Services Dedicated Millage for an enhancement to the Manatee County Library Lifelong Learner Program.

The Manatee County Public Library System has developed a 2 year literacy campaign, 'I am a Lifelong Learner', with the goal of reaching young readers and their families in all areas of the community. The proposal supports the SunCoast Campaign for Grade Level Reading.
A Lifelong Learner Coordinator will concentrate and deliver the goals of the campaign to the community, such as distribution of library cards to readers as young as first grade. The target population will then be able to access hundreds of programs and thousands of free resource materials over their lifetime.
The program is proposed for 2 years in order to substantially impact literacy in the entire community. The Library Foundation awarded funds from the recent Grisham-King event in the amount of $161,000 (FY16/17) and $120,000 (FY17/18) to fund the establishment of this Program.
A funding amount not to exceed $120,000 is being developed to apply for Children's Services Dedicated Millage funds to provide an enhancement to the new program which include two program staff to deliver the Lifelong Learner Program to children and their families in undeserved areas of Manatee County. This request is an enhancement to the base Lifelong Learner grant from the Library Foundation.
Board action being requested is to authorize the Neighborhood Services Department Director, or designee, to submit the funding application. The item will be brought back to the Board for acceptance should the program funding be approved.
