Action Requested

Authorize the County Administrator or his designee to execute Change Order 2 to Agreement 14-0846OV, Southwest Water Reclamation Facility (SWWRF) Nitrogen Removal with Vogel Bros. Building Co., increasing the contract amount by $145,486.32, from $12,581,986.07 to $12,727,472.39 and adding 140 calendar days to the final completion schedule.

Background Discussion

On November 26, 2014, the BCC executed an Agreement with Vogel Bros. Building Co., Lakeland, FL in the amount of $12,782,000.00 for the nitrogen removal process at the southwest water reclamation facility.

On January 26, 2016, the BCC approved Change Order 1 reducing the Agreement by $200,013.93 from $12,782,000.00 to $12,581,986.07 and adding 196 calendar days to the schedule.  Change Order 1 provided for modifications to the project that minimized impacts to operation of the plant during construction and allowed for safe installation methods during construction while providing a quality end product.

This proposed Change Order 2 provides for construction of a 54" influent structure and pipe encasement to aeration basin 1 and 2, reroute a 4" reclaimed waterline, reroute electrical, modify 12" drains, move hydrant and light pole base, and place wall in anoxic channel to divert flow.  This additional work is required to eliminate hydraulic restrictions due to existing rough and splitter box elevations at aeration basin 1 and 2 and weir elevation at the new splitter box 2.

The 140 calendar days are required to complete this project as a result of unforeseen conditions regarding location of existing utilities, utilities identified as abandoned, but not completely abandoned or grouted, and for the modifications being added.  Final completion date is March 31, 2017.
