Amendments #2 and #3 for Grant Program Emergency Home Energy Assistance for the Elderly

Action Requested

Authorization for Chairman to execute Amendments #2 and #3 to the FY 14/15 Emergency Home Energy Assistance for the Elderly Program (EHEAP) Agreement EH-14/15 MAN between Manatee County and the Senior Connection Center, Inc., formally known as West Central Florida Area Agency on Aging, Inc., with an overall funding increase of $2,581.00, replacing budget summary and incorporating state wide language; and

Adoption of Budget Resolution B-15-033 amending the annual budget for Manatee County for FY 2014/2015.

Background Discussion
  • Amendment #2 reflects a funding increase of $1,010 under the Administration and Outreach line items in the Budget Summary and incorporates state wide language changes throughout the agreement.
  • The additional funds are a result of a state wide restructuring of the funding formula.
  • This increase will assist in covering the costs of administering this grant program.
  • Amendment #3 reflects a funding increase of  $1,581 under the crisis benefits which assists with the utility bill paying.
  • The additional funds are the result of a state wide release of Weather Related/Supply Shortage funds by the Department of Elder Affairs. 
  • The additional funds will allow for approximately 7 more clients to receive assistance with their energy emergency.
  • The Emergency Home Energy Assistance for the Elderly Program is a grant funded through Senior Connections Center, Inc., and assists low income households with at least one person 60 years of age or older who are experiencing a home energy emergency.
  • The program allows for assistance with electric bill payments through an application qualifying process developed by the state.
