Change Order No. 3 to Work Assignment MC-07 for Engineering Design Services to Agreement 12-0588BG, Utility Architectural/Engineering Services

Authorization for the County Administrator or his designee to execute Change Order No. 3 to Work Assignment No. MC-07 pursuant to Contract 12-0588BG with McKim & Creed, Inc., in the amount of $161,111.00 for a revised total of $2,034,620.00.

Change Order No. 3 to Work Assignment No. MC-07 adds additional engineering services and an estimated five (5) months of additional construction phase services. Services include construction administration, resident construction observation, bi-monthly progress meetings, reviewing monthly pay applications, and engineer periodic site visits. The total consulting services are 10.0% of the estimated construction cost of $20,300,491.00.
On September 25, 2012, the County approved the Master Agreement with McKim & Creed, Inc., of Clearwater, FL to provide Utility Architecture and Engineering Services. This Master Agreement was established for retaining a Utility Engineer to provide design services as specific County projects occur during the term of the Agreement.
A Work Assignment, MC-07, was issued specific to the design requirements for a biological treatment unit at the Lake Manatee Water Treatment Plant. Costs and schedule associated with the project were negotiated as set forth in the Work Assignment agreement and approved by the Board on October 22, 2014.
On July 28, 2015, Change Order No. 1 to Work Assignment No. MC-07 was approved by the Board for additional engineering services for the project implementation and for coordination between the Water Treatment Plant Biological Treatment Unit and the University of Florida Conversion Project. These additional services included a design modification to the backwash storage pond subsequent to the 60% design in the amount of $169,863.00 for a revised total amount of $1,839,847.00.
On February 23, 2016, the Board approved Change Order No. 2 to Work Assignment MC-07 which added engineering services for project implementation. These engineering services included design modifications to the force main to provide additional separation for greater flexibility in maintenance and repairs to the pipeline and design revisions for the plant drain in accordance with new County standards to eliminate the valve vault to provide for easier maintenance. The Change Order also included additional underground locales to minimize potential conflicts during Construction.
Change Order No. 3 to Work Assignment No. MC-07 adds additional engineering services and an estimated five (5) months of additional construction phase services. The additional consultant time corresponds to a additional contractor time that has been added to the contractor's contract via administrative contract adjustments and due to contractor delays that are currently being reviewed. Services include construction administration, resident construction observation, bi-monthly progress meetings, reviewing monthly pay applications, and engineer periodic site visits. The total consulting services are 10.0% of the estimated construction cost of $20,300,491.00.
