Award IFB #14-1933CD, Cortez Groins Removal and Replacement Project, to the lowest, responsive, and responsible bidder, Cayo, LLC of Fort Worth, Texas, for a total of $4,412,415.00 with 285 calendar days for completion.
Authorize the County Administrator, or designee, to execute the Agreement and accept and date the Performance and Payment Bonds.
Adopt Budget Amendment Resolution B-15-026.
Manatee County Code of Laws
The work consists of furnishing all labor, materials, and equipment necessary to perform all operations and surveys in connection with the removal and replacement of three groins at Cortez Beach located in Manatee County in the southern portion of Ann Maria Island. All components of the existing structures shall be demolished in accordance with the project specifications, removed from the beach, and disposed of in a legal manner. The beach and near-shore zone shall be free of groin demolition and construction debris to promote a safe beach experience and swimming environment. Construction of the three new permeable adjustable groins will be constructed over the same footprint of the demolished groins, and will consist of driving of steel piles and the placement of prefabricated concrete groin members over the driven piles.
Formal, competitive sealed bid procedures were followed resulting in a total of seven (7) bidders submitting a sealed bid for consideration.

On December 1, 2014, a memorandum was received from Parks and Natural Resources Department recommending award to Cayo, LLC, of Fort Worth, TX, for a total bid amount of $4,412,415.00 with a 285 calendar day completion time.
Budget Amendment Resolution B-15-026 transfers $2,530,000 from reserves in the General Fund through the Beach Erosion Control Fund to the Beach Erosion Control Capital Projects Fund for the Erosion Control Groins project. It also carries forward and appropriates $1,883,530 in the Beach Erosion Capital Projects Fund for cash budgeted but not expended in FY14 from the 2013 prior interfund loan held in reserves from the Erosion Control Groins project. This project was adopted in the FY15-19 CIP; however, based on the low bid, costs have increased from the original estimated costs.
