Background Discussion

On June 17, 2014, the Board of County Commissioners executed Contract 14-0105DC, Construction Manager at Risk Services for the Southeast Water Reclamation Facility Maintenance Building with NDC Construction Company, Bradenton, Florida at a not to exceed amount of Nineteen Thousand One Hundred and Forty Dollars ($19,140.00) for preconstruction services and for the development of a Guaranteed Maximum Price (GMP) and schedule for construction.

The GMP shall constitute the guaranteed maximum price to be paid to the Construction Manager for all services rendered and all costs and expenses incurred in connection with the construction of the Project, such that Construction Manager shall constitute a Construction Manager at risk, bearing all risk and being responsible for all costs in excess of the GMP.

As guarantee for faithful performance of the Agreement, the Construction Manager shall obtain, for the benefit of and directed to Owner, a labor and material Payment and Performance Bond satisfying the requirements of Section 255.05, Florida Statutes, covering the performance by Construction Manager of its obligations under the Agreement, including but not limited to the construction of the Project on the Project Site and the payment of all obligations arising thereunder, including all payments to Subcontractors, laborers, and materialmen.

Construction Manager at Risk (CM@R) services include value engineering, constructibility and life cycle cost analyses, development and maintenance of project budget and scheduling, and all other work necessary to reach final design to construct the facility within a Guaranteed Maximum Price (GMP).  Pursuant to the terms and conditions of the Agreement, the Construction Manager has now submitted a Guaranteed Maximum Price of Two Million Four Hundred Seventy Six Thousand Seven Hundred Seventy Eight Dollars and Thirteen Cents ($2,476,778.13).

The project covers approximately one acre of property at the Lena Road landfill and involves the construction of a central facility to house staff offices, support functions, maintenance, and storage spaces. The Construction Manager at Risk shall provide services for constructing a preengineered metal building, a new stormwater collection and treatment system, potable water and sanitary sewer systems, and concrete and asphalt paving for parking and roadway. In addition to providing preconstruction and construction management services, the Construction Manager at Risk shall work with the County selected design firm and County to coordinate and construct the project expediting all facets including design, permitting, construction, and close-out.
