Parks and Natural Resources Fee Schedule

Action Requested

Background Discussion

On October 8, 2013, the Parks & Recreation and Natural Resources Departments merged, each with separate fee schedules.

Over the last four years the Parks & Recreation Department has brought forward changes to specific fees for activities and programs under individual fee schedule resolutions.  This has created a fee structure which is the product of five separate fee schedule resolutions, making it somewhat difficult to administer and amend. (see attached)

With the merger of the Parks & Recreation and Natural Resources Departments, a sixth fee rate resolution was added.  Some fees in the former Natural Resources Department rate resolution differ from the Parks & Recreation Department rates for substantially similar activities, such as picnic pavilion rentals, creating confusion for both staff and customers.

On June 3, 2014, the Board approved the adoption of an additional resolution, R-14-050, amending R-10-121, to provide for the addition of new rental and programming fees prior to the summer recess of the County Commission (Rustic Cabin Rentals/Jiggs Landing, Child Watch, Silver Sneakers Tennis Membership, Senior Softball-Athletic Field Rental, and Daily Pool Pass & Daily Gym Pass-Pool or Gymnasium Admission Only).  Over an interim period, it was the department's intent to combine into a single Master Fee Schedule document, all previous fee schedule rate resolutions to share with and seek approval from the Board.

We continue to fine-tune our operations to meet the needs of the community in the most efficient way possible.  Department staff has undertaken a significant rewrite of the current combination of seven fee rate resolutions over the past few months, after reviewing all fees and benchmarking similar counties, and revising fees accordingly to industry standards and adjusting fees to help offset operation costs. 

We would also like to add a new fee and operating procedures for nighttime use of the boat ramp facility at Jiggs Landing.  This fee will allow a mechanism for increased access control after normal operating hours.  Increased nighttime access control will result in increased security for nighttime users of the facility and cabin guests, as well as property owned by facility users and the County.

  • Currently, there is no access control during nighttime hours at Jiggs Landing.  The boat ramp facility and trailer parking is available for launching and retrieving boats 24 hours a day. Other areas of the property are not open to the public after normal operating hours (sunrise to sunset).
  • It is our intention to maintain 24-hour access control for boat ramp facility use for residents and visitors, with increased safety and security purposes.  This will be accomplished by utilizing an automated entrance gate system.
  • We intend to implement a card access system that would limit night access to users who purchase an access card for a one-time fee of $30.
  • Card access would allow entrance to the property during proposed gate closure times between 9 pm and 5 am.
  • Appropriate nighttime use of the boat ramp is currently composed of a relatively small user group of fishermen and will be used by cabin guests.
  • Lack of nighttime access control has raised security concerns due to a history of inappropriate and illegal activities occurring on the site during nighttime hours.
  • Gate access cards would be provided for cabin guests at no additional charge.
  • Adequate public notice will be provided prior to implementation of the proposed card access system.
  • Implementation of the card access system is proposed to be effective March 1, 2015.

Separate Exhibit D - D-1 and Attachment (Not-for-Profit Organization Concession License) and Exhibit E and E-1 (License Agreement-Temporary Facility) from the Fee Schedule, are to be a stand alone agreement.

Once the Master Fee Schedule is approved, the department's intent is to reorganize the fee schedule into an easier to read format, with a table of contents, and post on the county website.

The current fees do not include sales tax.  Sales tax shall be charged in addition to the fees where no exemption applies and the tax has been imposed by law.
