Background Discussion

There is a vacant Child Advocate seat on the Children's Services Advisory Board (CSAB).  A new appointee is needed to fulfill the remainder of the three-year term, which began on October 1, 2015, and will end September 30, 2018.

On July 9, 1991, the Board of County Commissioners adopted Ordinance 91-42 relating to the establishment of the Children's Services Advisory Board.

To the extent possible the Advisory Board shall be comprised of: a) a physician, preferably a pediatrician; b) a licensed mental health professional; c) a member of the NAACP; d) five (5) child advocates who are not affiliated with any agency receiving County funds; e) a criminal justice representative; f) a school board member; g) a representative from the Department of Children and Families; h) a representative of the United Way of Manatee County; and i) a Judge of the Family Law Division. 

There are a total of 6 applicants.  The CSAB vacancy was publicly advertised in November.  The attached matrix of applicants lists the following information:  name of the applicant, profession, Manatee County residency, Commission district, required submission of documents, and any reported affiliation with a funded agency.

Because the Children's Ordinance specifies that appointees for the Child Advocate seats may not have an affiliation with any agency receiving funds from the county through the dedicated millage, each applicant was required to complete a questionnaire that listed all applicable agencies. Of the 6 applicants, none reported a current affiliation with any agency listed on the questionnaire.  One applicant reported a prior affiliation with Early Learning Coalition, which ended earlier this year when she resigned her position on the board of Children's Academy of SW Florida.  (Children's Academy receives county funding through a contract with the Early Learning Coalition.) 

One applicant has submitted an application for employment with Manatee County Government.  If hired, the applicant would not be eligible to serve on the Children's Services Advisory Board.
