9th Street East - 40 MPH Speed Limit - Ordinance 15-41

Action Requested
Adoption of Ordinance 15-41, amending Subsection 2-22-7 of the Manatee County Code, instituting and creating a 40 mph speed limit zone to include 9th Street East from State Road 70 to 57th Avenue East.

Enabling/Regulating Authority
Florida State Statutes: Chapter 316.189(2) - Establishment of Municipal and County Speed Zones.

Background Discussion
  • In response to a citizen's request to increase the speed limit on 9th Street East from 30 mph to 40 mph, staff conducted a traffic investigation to evaluate the area.
  • Staff performed a speed analysis to determine an appropriate and reasonable speed limit. The engineering investigation included reviewing the traffic volumes, measuring vehicular speeds, and analyzing the 85th percentile speed and 10 mph pace. In addition, consideration was given to the roadway conditions, roadway geometry, transition between adjacent segments, reported crash history, past requests, roadway functional classification, surrounding land use, and access points.
  • Based on the engineering study, and for consistency with the existing speed limit of 40 mph north of State Road (SR) 70, staff recommends a 40 mph speed limit on 9th Street East from SR 70 to 57th Avenue East. The existing speed limit on 9th Street East south of 57th Avenue East will remain at 30 mph.
