Background Discussion
  • Section 3 of the Housing and Urban Development Act of 1968 (Section 3) ensures that employment and other economic opportunities generated by certain HUD financial assistance shall, to the greatest extent feasible, be directed to low- and very-low income individuals. 
  • Section 3 requires that when additional employees are necessary to carry out a HUD funded/assisted activity, employment opportunities are first offered to low- and very low-income individuals whenever feasible.
  • In recent years with the introduction of federal economic stimulus funding, HUD began a more vigorous monitoring protocol for compliance with Section 3. 
  • Without these proposed changes to Section, Manatee County could be at risk of losing CDBG, HOME, ESG, and/or other federal funding sources for non-compliance with Section 3. 
  • This Section 3 Policy and Procedures should be adopted and implemented to meet HUD's expectations that Manatee County has approved policy and procedures to address Section 3.
