Based upon the evidence presented, comments made at the Public Hearing, the recommendation to Transmit by the Planning Commission, the technical support documents, and finding the request to be CONSISTENT with the provisions of the Community Planning Act as codified in applicable portions of Chapter 163, Part II, Florida Statutes and the Manatee County Comprehensive Plan, I move to TRANSMIT Plan Amendment PA-13-03 with a condition that limits development to 1,086 single family units, 2,531 multi-family units, 300 room hotel, 300 berth marina, 72,000 square feet of office, 120,000 square feet of commercial; and 84,000 square foot conference center. Maximum development totals are based on limited Traffic Impact Assessment submitted. The development of the property may encounter limitations from other regulations, including the Comprehensive Plan, the Land Development Regulations, or other regulation. This language is as recommended by the Planning Commission and staff.

Background Discussion
  • The applicant seeks approval of an Amendment to the Future Land Use Map from RES-9 (Residential – 9 dwelling units per gross) to MU (Mixed Use).  The subject parcel is located on the El Conquistador Parkway in Southwest Manatee County;
  • The site contains 463.2 + acres; 294.7 + acres of which are within the Coastal High Hazard area;
  • No increase in units beyond what they can get today;
  • The MU FLU designation will permit a unified development plan, utilizing a mixture of unit types that will be supported by commercial and professional uses;
  • No development details have been submitted with the map amendment, and details will be reviewed at later stages in the review process;
  • An existing Local Development Agreement (LDA) grants a limited amount of vested trips to future development (PM Peak Hour trip capacity for 1,658 residential units) OR 9,716 daily transportation trips.  However, the applicant submitted a limited Traffic Impact Analysis (TIA) which identified the following uses:  1,086 single family units, 2,531 multi-family units, a 300 room hotel, 300 berth marina, 72,000 sq. ft. of office uses, 120,000 sq. ft. of commercial uses, and an 84,000 sq. ft. conference center.  The applicant will be tied to those uses through a condition in the Section “D” of the Comprehensive Plan; 
  • Staff recommends approval.
  • On May 9, 2013, by a vote of 7 – 0, the Planning Commission recommended transmittal.
  • A summary of the public comment received at the May 9, 2013 Planning Commission public hearing are in the staff report attached to this memo.
  • Due to weather conditions, on June 6, 2013, by a vote of 7 – 0, the Board of County Commissioners continued the public hearing to August 6, 2013 at 9:00 a.m., or as soon thereafter as same may be heard at the Manatee County Government Administrative Center, 1st Floor Chambers.
  • A summary of public comments from the June 6, 2013 Board of County Commissioners public hearing is in the staff report attached to this memo.
  • Due to the large crowd expected this item has been moved to the Bradenton Area Convention Center on August 6, 2013 at 1:30 pm and has been readvertised with the current information.
