RFP #14-1539CD Janitorial Services for County Facilities

Authorize the County Administrator or his designee to execute the Agreements No. 14-1539CD, Janitorial Services for County Facilities, with United States Service Industries (USSI), Ft. Meyers FL, and TRIBOND, LLC, Mabelton, GA, to begin on September 1, 2014 for a period of two (2) years with two renewal options, each for a period of two years.

The Property Management and Utilities Departments require quality janitorial services at approximately seventy (70) facilities in various locations throughout the County that require various types of janitorial and specialized services.
Services to be provided include furnishing the required labor, supervision, transportation, tools, equipment, materials, and supplies necessary for accomplishment of janitorial and specialized services in accordance with the specifications set forth in the Agreements. The County shall provide hand soap, paper hand towels, toilet tissue, trash bags, trash can liners, and toilet seat covers.
These Agreements shall be considered 100% performance agreements, and the cleaning services shall be performed to the total expectations of the County without regard to number of custodians/hours needed to perform. The Vendor(s) shall be required to perform the requirements safely and with expertise, knowledge, and capability with minimal monitoring by the County.
A Request For Proposal (RFP) was advertised on the Manatee County website, Demand Star, Bradenton Herald, and the Tempo News and was also provided to the Manatee County Chamber of Commerce for release to its members. The purpose of the RFP was to obtain, from qualified firms, their experience and qualifications to provide quality janitorial services at a wide range of facilities similar in size, scope, and use as listed in the RFP.
Eight (8) proposals were received and included:
An Evaluation Committee was formed to review the proposals and provide negotiation recommendations to the County Administrator. The Evaluation Committee included: David Thompson, Building Maintenance Division Manager, Property Management Department; Carmine Demilio, Parks Operations Manager, Property Management Department; Joshua Fields, Utilities Water Maintenance Superintendent, Utilities Department; Sable Perrin, Facilities Manager, Bradenton Area Convention and Visitors Bureau; and, Chris Daley, Contracts Specialist, FMD/Purchasing.
The Evaluation Committee, in compliance with Sunshine Law, met to review and discuss the qualifications of each proposer. The Evaluation Committee interviewed five (5) proposers and after careful deliberation, recommended negotiations begin with two (2) firms: Unites States Service Industries (USSI) and TRIBOND, LLC.
USSI, the top ranked firm, is currently providing services at the majority of locations using 100% local employment force of forty employees and has demonstrated a good understanding of the County's needs and desire for quality janitorial services at our County facilities. USSI was evaluated higher than the other short listed firms due to their current local employment force; supervision of staff and service approach along with their willingness and capability to be flexible to any changing needs of the County as demonstrated during the current contract when they had to quickly take over janitorial services for several facilities after the other vendor's contract was terminated. Additionally, USSI is a Green Seal certified company since 2009 in that the products, services, and service approach used by this firm have been tested and certified by an independent third party non-profit company every two years to improve the environment and increase health and well-being.
TRIBOND, the second ranked firm, is currently providing kennel cleaning services for the County using local employment force from their local office in Bradenton and had very positive references from several County and State Government contracts for similar services. TRIBOND was selected due to their hands on supervision and service approach of staff, their plans to increase staffing level plans at their local office using the local employment pool, and their willingness to negotiate price along with their flexibility to any changing needs of the County. While impressed with their references and capabilities, the Evaluation Committee ranked this firm second due to their current local employment force being lower than that of the first ranked firm and their need to increase staffing level in order to provide the services.
The estimated two year expenditure for these Agreements is $1,100,000.00. This cost is based on the estimated square footage of each facility combined with the level of service for each facility.
The Agreements will be managed by the Property Management and Utilities Departments.
