Beach Trolley Advertising Agreement with the Anna Maria Island Chamber of Commerce

Action Requested

Renew the agreement for advertising on beach trolleys with the Anna Maria Island Chamber of Commerce, Inc., and authorize the County Administrator to execute the agreement and extend the term to September 30, 2017.

Background Discussion

The Anna Maria Island Trolley service, operated by the Manatee County Transit Division, provides free transportation for visitors and residents of the island communities and alleviates some of the traffic congestion experienced on the island. In order to provide additional revenue to support operation of the Trolley service and promote tourism, Manatee County entered into an agreement with the Anna Maria Island Chamber of Commerce in May 2011, that was renewed in 2013 and is now eligible for renewal again.

Staff has met with representatives of the Anna Maria Island Chamber of Commerce to finalize the terms of the new agreement which includes:

  • The Chamber is authorized to continue the sale/lease of advertising space on the inside and outside of the trolleys with the purpose of promoting tourism and tourist-related businesses.
  • For each fiscal year the County will receive $60,000 in sales revenues from the sale or lease of advertising space on the trolleys, to be paid quarterly.
  • After the County's portion has been paid, the Chamber will retain 14.7% of sales revenues in each fiscal year as an administrative fee for the operation of the program.
  • Surplus sales revenues that exceed the County's revenue share and the Chamber's administrative fee will be donated to non-profit organizations for the betterment of the community on Anna Maria Island.  The Chamber will be permitted to retain $40,000 in surplus funds for working capital in an operating account.
  • The County will continue to collect all farebox contributions from passengers and utilize them to offset the County's operation costs of the Trolley Service.
  • The Chamber will provide quarterly financial reports to the County showing the revenues and expenses of the program.
