Appoint five (5) individuals to the Children's Services Advisory Board (CSAB) to serve 3-year terms from October 1, 2015, through September 30, 2018:  One Mental Health Professional; one Department of Children and Families representative; one United Way of Manatee representative; and two Child Advocates.

Background Discussion

On July 9, 1991, the Board of County Commissioners adopted Ordinance 91-42 relating to the establishment of the Children's Services Advisory Board.

Ordinance 91-42 (94-28 amended) provides that the CSAB shall have the power and duty to make recommendations to the County regarding the expenditure of the Children's Services Dedicated Millage Fund; to consult with agencies dedicated to the welfare of children to the end that overlapping of services will be prevented; and such other duties as may from time to time be assigned by ordinance or resolution of the Board of County Commissioners.

The Advisory Board is comprised of 13 members.  Terms of the appointed members are for a period of three (3) years. 

The terms of five members will expire on September 30, 2015.  Openings for the following positions were publicly advertised: 

  • one (1) Mental Health Professional;
  • one (1) Department of Children and Families representative; 
  • one (1) United Way of Manatee representative; and 
  • two (2) Child Advocates who are not affiliated with any agency receiving County funds. 

Terms expirations are staggered and currently remain in force for the following positions:  a physician; a member of the NAACP; a criminal justice representative; a school board member; a Family Law Division representative; and three (3) Child Advocates who are not affiliated with any agency receiving County funds. 

Every member of the Advisory Board shall be required to disclose any employment with or position as an officer or director of any entity applying for or receiving funds from the millage dedicated to children's services.  Members will disclose, in the manner provided by Section 112.3143, Florida Statutes, the affiliation of the member or the member's spouse with any organization applying through the Advisory Board for funding, which shall be limited to any membership or affiliation within the last calendar year.

There are three applicants for the Mental Health Professional position. 
Mental Health Professional Applicants:  Select one (1) appointee to serve through 9/30/2018.

There is one applicant, designated by the Department of Children and Families as their representative for the DCF position.  
Department of Children & Families Representative:  Select one (1) appointee to serve through 9/30/2018.
Kimberly Kutch (incumbent)

There is one applicant, designated by the United Way of Manatee as their representative for the United Way position. 
United Way Representative:  Select one (1) appointee to serve through 9/30/2018.
Deborah Tapp (incumbent)

There are 11 applicants for Child Advocate openings.  *Ordinance 91-42 restricts appointees for Child Advocate positions to those who are not affiliated with any agency receiving County funds.  Information regarding applicants' affiliations with funded agencies was obtained from the applications submitted and additional questions posed by county staff.  Of the 11 applicants, 3 have affiliations with the agencies funded by the county:  Jennifer Radebach, Olivia Smith, and Barbara Turner-Grace.
