Action Requested

Adoption of Resolution R-15-130 authorizing the submission and acceptance of an Edward Byrne Memorial Justice Assistance Grant (JAG) from the Florida Department of Law Enforcement (FDLE) in the amount of $108,257; authorizing the Chairman, the County Administrator, or the Deputy County Administrator to execute all necessary documents related to the grant submission and acceptance; and authorizing the Community Services Department Director or her designee to execute all appropriate documents required in connection with grant administrative functions.

Authorize the Chairman to sign a letter to FDLE approving the allocation of grant funds to the Board of County Commissioners for the Manatee County Drug Court Program and the Manatee County Probation Pre-Trial Screeners Program.

Background Discussion
  • In a letter received July 24, 2015, by the Community Services Department, FDLE advised that Manatee County has been allocated $108,257 in Federal Fiscal Year (FFY) 2015 Edward Byrne Memorial Justice Assistance Grant (JAG) funds for use by all units of government within Manatee County.
  • On July 28, 2015, in a regular meeting the Manatee County Board of Commissioners executed a certificate of participation assuming the responsibility of coordinating the development of a grant application from FDLE for FFY 2015 Edward Byrne Memorial Justice Assistance Grant (JAG) funds for use by all units of government within Manatee County as recommended by FDLE.
  • At its meeting of March 18, 2015, the Public Safety Coordinating Council (PSCC) had recommended that Manatee County apply for the FDLE JAG grant and funds to be allocated as follows:
    1. $69,726 of the $100,548 requested by Manatee County Probation is to be utilized to continue staffing Supervised Release Pretrial Probation Officers/Screeners providing services at the Manatee County Jail. 
    2. $38,531 remaining balance for Manatee County Drug Court Program, which will be combined with the Bureau of Justice Assistance JAG grant funds to continue contractual services with Manatee Glens for one year. JAG funds will provide addiction counseling and ancillary services to participants in the Drug Court Program.
  • FDLE JAG requirements include submission of letters from at least 51% of the units of local Government  representing 51% of the County's population approving the distribution of JAG funds. The required letters will be attached to the FDLE Grant application which is due September 4, 2015. 
  • No grant match is required under the guidelines of the JAG program.
