Background Discussion

The Parks and Natural Resources Department operations are continually being fine-tuned to meet the needs of the community in the most efficient and economical way possible.  The intent is not to compete with private organizations and neighboring communities, but to provide access and services at a cost affordable to all, thereby affording the opportunity for more citizens to enjoy our county-owned and operated facilities.

Staff recommended changes to the Fee Schedule are as follows (see attached Proposed Fee Schedule with Strike-throughs):

Effective date:  April 4, 2017

  • Currently, there are two Field Use Late Fees in the Fee Schedule.  One needs to be removed from the Policy section to eliminate confusion. (p.5)

  • Add a Free Swim Day that staff can designate on one Saturday each year for the public to swim for free at any county pool. (p.13)

      No Charge (1-designated Saturday/annually - all pools)

  • Clarify that the Field Rental Late Fee is non-taxable and will be charged if league's email request to rent a field is received less than 2-days before date of rental.  Also state that the Processing Fee and Late Fee does not apply to teams associated with Manatee County or Church League Teams renting fields before the season and that there is no processing (application) associated with these teams. (p.14)

  • Clarify that the Concession Storage Fee is non-taxable. (p.14)

  • Remove the County Affiliated League and Commercial Ball Field Reservation Fees that are no longer used. (p.15)

  • Remove Drag Field Fee that is no longer used. (p.15)

  • Add new Team Training Fees for staff led training. (p.18)

  • Add new Personal Trainer Fee for contracted instructors to lead Team Training groups. (p.18)

  • Remove the aquatics Water Aerobics Fee as the class is offered free with a Recreation Membership or $5.00/class for non-members on page 18. (p.24)

  • Increase the aquatics Swim Diapers Fee and clarify the amount includes sales tax to alleviate the $0.01 difference from the half-cent sales tax increase. 

  • Clarify that athletic sports programs are offered to "individual" league players as opposed to "draft" league players. (p.25-26)

  • Remove Team Fees, Tournament Team Fees and Road Run Fees that are no longer used. (p.25-26)

  • Clarify athletic sports team fees that do or do not include an official. (p.25-26)

  • Add various athletic sports individual and team fees.(p.25-26)
    • Adult Dodgeball Team (w/official): $250

  • Add a Professional Development Training/Workshop Fee whereby department staff already certified as National Archery Association Level 2 Archery Class trainers can certify other staff and general public as Level 1 Archery Class trainers.  We offer a Right on Target Archery Camp during the summer months for 9 - 12 year olds and periodically during spring and holiday camps.

  • Clarify that Youth Camps Program Late Fee and Late Pick-up Fee is per household/not per child. (p.28)

  • The Parks & Natural Resources Department is partnering with Special Olympics Manatee.  The local non-profit organization provides qualified coaches and volunteers to run accredited programs in Manatee County teaching sports skills and modeling good sportsmanship and character.  Through the power of sports, people with intellectual disabilities discover new strengths and abilities, skills and success.  By discretionary authority, as outlined on page 33 of the Fee Schedule, the department Director is authorized to discount individual fees up to 50% in instances where requesting organizations or persons propose a partnership with the county, returning a public benefit to the facility or activity.  The discretionary authority will be exercised, allowing Special Olympics Manatee to rent facility and field space at a 50% discount. 

Sales tax shall continue to be charged in addition to the fees where no exemption applies and the tax has been imposed by law.
