Adopt Resolution R-16-069 and approve, ratify, and confirm the execution and submission of  the Adult Drug Court Discretionary Grant Program Application for Federal Bureau of Justice Assistance SF-424, Manatee Veterans Treatment Court Project, for $150,000.

Background Discussion
The Bureau of Justice Assistance announced that funds were designated through the Adult Drug Court Discretionary Grant  Program process for the establishment of Veterans Court Programs.

The Manatee County Court Drug Court Program developed the application to seek the full amount of available funding ($150,000).

The grant seeks to target and treat veterans in the local criminal justice system through a stand alone court process.  A high percentage of veterans suffer from post-traumatic stress disorder (PTSD), traumatic brain injury (TBI), substance abuse, and mental health issues due to their exposure to long-term traumatic situations.  A stand alone court system for them will provide an atmosphere more conducive to their needs.

The assistance of the Community Services Grants Coordinator was requested in order to complete the on-line grant application and to acquire the proper approvals and signature of the Board of County Commissioners.

A short time frame for announcement and grant completion did not allow the approval of the Board in advance of the April 19, 2016, submission deadline.

It was determined that it was in the best interest of the veterans community and in order to be eligible for consideration of the grant award that the application be submitted on time.

Today's action provides approval and confirmation of  the grant application submitted on April 19, 2016.  If the program receives the grant award, consideration for acceptance will be brought back to the Board of County Commissioners for a formal vote.
