Soccer Field at Daughtrey Elementary School

Authorization for Neighborhood Services Department staff to work with the Manatee County Parks and Recreation Department and the School Board of Manatee County in the development of a soccer field at the Blanche H. Daughtrey Elementary School located at 515 63rd Avenue East, Bradenton, located in the South County Community Redevelopment Area.
11.1.4. Efficiency in Service Delivery
Blanche H. Daughtrey Elementary School is located adjacent to Pride Park and is in the South County Community Redevelopment Area (CRA).
The South County CRA Advisory Board has been discussing ways to provide additional recreational activities to this area of the County such as soccer fields in an effort to deter children away from criminal activities.
For many years there has been an active group of young men that use the Pride Park baseball field to play soccer. The field is not suited for soccer and requires additional maintenance due to the high usage.
After careful review of the old Taylor Nursery property, now owned by the County, it was deemed a less favorable site for soccer development due to the lack of access to irrigation and poor condition of the ground. The cost to develop it is estimated at $50,000 - $75,000.
A more favorable alternative is being considered and allows for the use of the south west corner of the school property to be converted to soccer use. Irrigation is available near by and the ground is in good condition. The cost to develop it is estimated at $30,000.
A Community Center is envisioned for this area, but until such time as it can come to fruition, alternative amenities are being proposed.
The South County Advisory Board voted to recommend to the Community Redevelopment Agency to proceed with the development of the soccer field for up to $30,000 at the school property. Additionally, they asked staff to attempt to find financial sponsors to off set the total cost. The Parks and Recreation Department has agreed to purchase the goals ($5,000).
Staff is prepared to seek donations through the People for Parks Foundation in conjunction with the Parks and Recreation Department.
Staff is requesting permission to work through the Manatee County Parks and Recreation Department to clarify in a Memorandum of Understanding with the School Board of Manatee County to explore the possibility of developing a soccer field at this school.
