Background Discussion
Manatee County's pharmacy program is aggressive in ensuring the prescription needs of its employees and dependents are met through quality programs while remaining cost effective. On December 12, 2011, Manatee County entered into an Agreement with Pharmacy Healthcare Solutions, Inc. (PHSI) to provide consulting services for pharmacy benefit management (PBM) beginning October 1, 2011, through September 12, 2013.
Services include reviewing and evaluating PBM contracts, focusing on services, fees, and contractual terms; managing the RFP process for PBM claims processing; identifying missing business areas or areas of deficiency in the PBM contracts that could be missed opportunities or hidden costs for the County; and assisting the County in contract negotiations with PBM's and preferred pharmacy network providers.
On January 18, 2014, the County approved Amendment No. 1 to extend the Agreement through September 30, 2014, for a not-to-exceed annual amount of $78,000.00.
On October 1, 2014, the County approved Amendment No. 2 to extend the Agreement through September 30, 2015, for a not-to-exceed annual amount of $78,000.00.
On October 5, 2015, the County approved Amendment No. 3 to extend the Agreement through September 30, 2016, for a not-to-exceed annual amount of $98,000.00.
On October 6, 2016, the County approved Amendment No. 4 to extend the Agreement through September 30, 2017, for a not-to-exceed annual amount of $98,000.00.
On October 19, 2017, the County approved Amendment No. 5 to extend the Agreement through September 30, 2018, for a not-to-exceed annual amount of $98,000.00.
On October 23, 2018, the County approved Amendment No. 6 to extend the Agreement through September 30, 2019, for a not-to-exceed annual amount of $76,400.00.
On October 22, 2019, the County approved Amendment No. 7 to extend the Agreement through September 30, 2020, for a not-to-exceed annual amount of $98,000.00 for a revised Agreement total of $624,400.00.
Amendment No. 8 extends the Agreement through September 30, 2021, for a not-to-exceed annual amount of $98,000.00 for a revised aggregate Agreement total not-to-exceed amount of $722,400.00 and revises the Scope of Service Professional Fees and Expenses for management consulting fees to $325.00/hour.
