Background Discussion
Through the Coronavirus Aid, Relief and Economic Security Act (CARES Act), Florida Housing Finance Corporation (FHFC) was awarded $250 million from the Coronavirus Relief Fund (CRF) for allocation to communities impacted by COVID-19. Of the total allocation, $120 million was allocated to provide rent and mortgage assistance administered by the State Housing Initiatives Partnership (SHIP).
On July 17, 2020, Manatee County was notified that they were eligible for a distribution award of $997,668.00 pursuant to the County executing a Subrecipient Funding Agreement (“Funding Agreement”) between the COUNTY and the Florida Housing Finance Corporation for administration of the funding to meet community needs.
On August 11, 2020, the Board of County Commissioners adopted Resolution R-20-120 which provided for approval of the CARES Housing Assistance Program (HAP) Round 3 and guidelines, the form of grant award letter, and the authorization for the Chair to execute the funding agreement # 074-2020.
On September 15, 2020, Manatee County was notified of Amendment #1 for an additional distribution award of $646,276.00 for a total award of $1,643,944.00.
As a subrecipient, Manatee County will follow guidelines and technical assistance in accordance with FHFC requirements. The agreement has an effective date of March 1, 2020 and holds a termination date of December 30, 2020.
The purpose of Manatee CARES HAP Round 3 is to provide funds to renters and homeowners residing in Manatee County and its municipalities, excluding City of Bradenton, who are in need of rent or mortgage and associated utility payment assistance due to the impact of the COVID-19 pandemic. HAP Round 3 guidelines originally envisioned providing assistance of up to $10,000 of assistance, if needed, through the end of December 2020, whichever is greater to pay for delinquent rent or mortgage and associated utilities.
- Given the amount of funds available, the ability to provide more than $10,000 in assistance is not possible.
- HAP Round 2 Program Guidelines were approved with assistance award of up to $10,000 of assistance, if needed, through the end of December 2020, whichever is less.
Resolution R-20-159 provides for authorization for the Chair to execute Amendment 1 of the funding agreement.
Resolution B-21-008 provides for the amendment to the annual budget for the funding.
