Action Requested
Authorization to award IFBC No. 20-TA003433SAM, 69th Avenue Water Main Loop to the lowest responsive and responsible bidder: R.P. Utility & Excavation, Corp. for a total not-to-exceed cost of $2,526,409.48 based on Bid A with a construction completion time of 365 calendar days.

Authorize the Procurement Official, or designee, to execute the Agreement and accept and date the Public Construction Bond. 

Adoption of Budget Resolution B-21-010 amending the annual budget for Manatee County, FL, for fiscal year 2021. This budget amendment adjusts the FY21-25 CIP.

Background Discussion
Construction of approximately 6,260 LF of 12-inch ductile iron class 350/ PVC DR 18 water main constructed via open/cut, and 625 LF of 12-inch HDPE DR 11 water mains installed in 20” HDPE DR 11 casings constructed via directional drill. Work also includes proposed fire hydrants, water service connections, as well as connections to existing 4-inch through 12-inch water mains.

Procurement History

On July 31, 2020, the County issued IFBC No. 20-TA003433SAM for the 69th Avenue Water Main Loop. Nine (9) responsive, responsible bids were received for consideration per the attached tabulation. 

Procurement and the Project Management Department recommend award to the responsive and responsible bidder having the lowest cost, R.P. Utility & Excavation, Corp. for a total not-to-exceed cost of $2,526,409.48 based on Bid A with a construction completion time of 365 calendar days.

The budget amendment transfers $136,814.00 from reserves in the Water and Sewer Capital Improvement fund to award construction and associated project overhead costs for the 69th Avenue Watermain Loop Water project. This award is being presented to the Board of County Commissioners along with this budget amendment.
