The purpose of this item is to provide a report on the Sarasota/Manatee Metropolitan Planning Organization’s (MPO) 2045 Long Range Transportation Plan (LRTP) update. Ms. Leigh Holt of MPO staff will present. The presentation is attached as 'LRTP Manatee County 10-13-20.pdf'.
On June 16, 2020, MPO staff presented the Long Range Transportation Plan as substantially complete but still a work in progress. At the time, the MPO was seeking input to establish a cost feasible plan from the identified needs. This was one of the last major components that needed to be drafted for the final plan. Since then, the MPO has drafted a cost feasible plan and has presented it in several venues, including the September MPO committee and policy board meetings.
The cost feasible projects are the subset of the long range needs that appear to be affordable over the next 25 years. The projects are grouped in five-year funding blocks, providing a rough timeframe for when projects could get funded but not an exact year.
The County and State programs already account for projects through 2025, and the LRTP is updated every five years. Therefore, the critical funding block is from 2026 to 2030. This is where MPO-prioritized projects will be introduced to the State work program before the LRTP is updated again.
The attached ‘DRAFT Cost Feasible Plan 9-24-2020.pdf’ is the current draft of the cost feasible plan. Projects for Manatee County and its municipalities are shown on the first three pages. Projects shown with “Const. Year” of “2030” are the projects in the 2026-2030 block. If adopted as-is, these will be the candidate projects to receive State and Federal funds over the next five work program cycles, i.e., Manatee County project priorities that may get funding. This plan is arguably somewhat ambitious, but the important consideration is that projects Manatee County might want to fund through the MPO process get on this part of the list. From a staff perspective, the list is generally consistent with recent priorities and project discussions.
County staff requested this presentation be made so the full Board can receive a presentation and discuss the Long Range Transportation Plan before the MPO Board takes action on October 26, 2020.
