Action Requested
Based upon the Staff Report, evidence presented, comments made at the Public hearing, the action of the Planning Commission, and finding the request to be CONSISTENT with the Manatee County Comprehensive Plan and in accordance with Section 341 of the Land Development Code, I move to ADOPT Manatee County Ordinance 16-03, amending the Manatee County Code of Ordinances, as amended, as recommended by the Planning Commission.

Background Discussion
The School Board of Manatee County has requested that the Board of County Commissioners of Manatee County resume the collection of educational facilities impact fees, which were suspended on July 27, 2009.  To that end, the School Board has engaged the TischlerBise fiscal, economic, and planning consulting firm to study and develop a schedule of fees based on the most recent and localized demographic and economic data available.

On December 10, 2015, by a vote of 7 – 0, the Planning Commission recommended approval and found the Ordinance consistent with the Comprehensive Plan.

Ordinance 16-03, if adopted, will require payment of educational facilities impact fees for residential development in all jurisdictions of Manatee County.

The attached Staff Report outlines the major highlights of the Ordinance.  

Also attached are the Ordinance and the November 3, 2015 Manatee County Impact Fee Study prepared by TischlerBise, Inc., for the School District of Manatee County.
