Background Discussion
On June 3, 2014, the Manatee County Board of County Commissioners (BCC) adopted Ordinance No. 14-28 establishing the Southwest County Improvement District.  It also authorized the use of tax increment financing (TIF) revenues for implementing redevelopment activities over a thirty-year period.
On January 15, 2019, the BCC adopted the Southwest District (SWD) Strategic Plan which outlines goals, a funding approach, and framework to implement strategies and align the budget with programs and projects.
The SWD plan includes goals to enhance economic opportunities that grow quality jobs for all residents, including workforce training and increasing educational attainment using strategies guided by the principles of innovation and inclusivity.

Staff will introduce the overarching Inclusive Manatee initiative as a coordinated series of community-based strategies that aim to improve economic opportunity in Manatee's Southwest District, with a focus on disadvantaged residents. It is a multi-year effort that results in connecting people to jobs. It also embraces an equitable approach that includes all stakeholders in wealth generation and the decision-making process affecting programs and policies related to economic growth and community prosperity.

Initial Inclusive Manatee efforts will focus on the Samoset community in the Southwest District.  Prior assessment of Samoset indicates characteristics of poverty, low income households, and low economic mobility. To improve the indicators in this neighborhood, a Pilot Program is being proposed.
The Inclusive Manatee Pilot Program will utilize a Results First approach to decrease the unemployment rate in the Samoset community by connecting eligible residents to good jobs and assisting in the elimination of barriers to employment.  The strategy includes collecting baseline data and information to measure the performance and success of its activities. Staff will introduce the components of a pilot program and bring forward the program for approval at a subsequent Board meeting.
