Action Requested

Adoption of Resolution R-19-147 authorizing the submission of a grant application to FEMA under the Flood Mitigation Assistance Grant Program.

Enabling/Regulating Authority
Local Mitigation Strategy (LMS) / Title 44 of the Code of Federal Regulations (CFR) Part 201.

Background Discussion
  • Federal Emergency Management Administration (FEMA) provides funding to eligible local governments to reduce or eliminate the risk of repetitive flood damage to buildings and structures insurable under the National Flood Insurance Program (NFIP).
  • FEMA regulations dictate that Manatee County must be the official applicant for the Flood Mitigation Assistance Grant Program on behalf of the property owners.
  • Manatee County was approached by Steve Furber/Terry Furber of 130 Michiana Drive, Terra Ceia, FL 34250, for assistance under this program and the County desires to assist this owner in mitigating their property against future losses. 
  • The Mitigation Reconstruction Project includes demolishing the existing dwelling unit (slab on grade), which is a severe repetitive loss property (flooding 5 times), and to reconstruct an elevated dwelling unit.
  • The property owner has submitted all the necessary documentation to Manatee County for the application to be submitted on the deadline date of November 12, 2019.
  • If awarded, the recipients will receive a maximum of $150,000 federal award for construction costs for mitigation reconstruction projects. All other construction costs over $150,000 must be assumed by the homeowner as the non-federal share.
  • If awarded, Manatee County will act as the pass-through agency for the funds and no County funds will be used or expended for any project costs.
