Invitation for Bid Construction (IFBC) No. 19-TA003100SAM for Southwest Water Reclamation Facility (SWWRF) and Southeast Water Reclamation Facility (SEWRF) Belt Filter Press Rehabilitation

Authorization to Award IFBC No. 19-TA003100SAM, SWWRF and SEWRF Belt Filter Press Rehabilitation to the lowest, responsive and responsible bidder, Poole & Kent Company of Florida, for a total cost of $4,607,169.00 based on a construction completion time of 457 calendar days.
Authorization for the County Administrator, or designee, to execute the Agreement and accept and date the Public Construction Bond.
Adoption of Budget Resolution B-20-012 amending the annual budget for Manatee County, FL, for fiscal year 2020. This budget amendment adjusts the FY20-24 CIP.

The work included in this Agreement consists of the rehabilitation of the belt filter presses at the Southwest Water Reclamation Facility (SWWRF) and the Southeast Water Reclamation Facility (SEWRF).
The work at the SWWRF project site includes demolition of sludge feed pumps, polymer feed pumps, belt filter presses/associated equipment, and screw conveyor. It also includes demolition and replacement of the HVAC system, doors and windows as well as installation of new belt filter presses, polymer feed systems and pumps, screw conveyors, and sludge feed pumps.
The work at the SEWRF project site includes modifications to the electrical and control systems.
On August 9, 2019, the County issued Invitation for Bid No. 19-TA003100SAM for SWWRF and SEWRF Belt Filter Press Rehabilitation. Four responsive and responsible bids were received for consideration per the attached tabulation.
Procurement and the Public Works Department recommend award to the responsive and responsible bidder having the lowest cost, Poole & Kent Company of Florida.
Budget Amendment 20-012 transfers $1,058,380.00 from reserves in the Utility Revenue Improvement Bonds Series 2018 fund and transfers $169,516.00 from reserves in the Water and Sewer Capital Improvements fund to the SWWRF Belt Filter Press rehabilitation project to fund the contract award for construction and associated overhead costs. The Amendment also transfers $803,737.00 from reserves in the Utilities Maintenance Projects fund to the SEWRF Belt Filter Press Rehabilitation-Electrical Component project to fund the contract award for construction and associated overhead costs.
