Authorization for the County Administrator, or designee, to execute the Seventh Amendment to the Agreement for Pharmaceutical Consulting Services with Pharmacy Healthcare Solutions, Inc., to extend the Agreement term through September 30, 2020, in the not-to-exceed amount of $98,000 for a revised total of $624,400.

Background Discussion

Manatee County's pharmacy program is aggressive in ensuring the prescription needs of its employees and dependents are met through quality driven programs while remaining cost effective. On December 12, 2011, Manatee County entered into an Agreement with Pharmacy Healthcare Solutions, Inc. (PHSI) to provide consulting services for pharmacy benefit management (PBM) beginning October 1, 2011, through September 12, 2013.

Services include reviewing and evaluating PBM contracts, focusing on services, fees, and contractual terms; managing the RFP process for PBM claims processing; identifying missing business areas or areas of deficiency in the PBM contracts that could be missed opportunities or hidden costs for the County; and assisting the County in contract negotiations with PBMs and preferred pharmacy network providers.

On January 18, 2014, the County approved the First Amendment to extend the agreement through September 30, 2014, for a not-to-exceed annual amount of $78,000.

On October 1, 2014, the County approved the Second Amendment to extend the agreement through September 30, 2015, for a not-to-exceed annual amount of $78,000.

On October 5, 2015, the County approved the Third Amendment to extend the agreement through September 30, 2016, for a not-to-exceed annual amount of $98,000.

On October 6, 2016, the County approved the Fourth Amendment to extend the agreement through September 30, 2017, and add further consulting services for a not-to-exceed annual amount of $98,000.

On October 19, 2017, the County approved the Fifth Amendment to extend the agreement through September 30, 2018, for a not-to-exceed annual amount of $98,000.

On October 23, 2018, the Board of County Commissioners approved the Sixth Amendment to extend the agreement through September 30, 2019, for a not-to-exceed annual amount of $76,400.

This Seventh Amendment will extend the Agreement through September 30, 2020, for the annual not-to-exceed amount of $98,000 for a revised Agreement total of $624,400.
