Reimbursement Agreement with Lakewood Ranch Stewardship District for Transportation Improvements - Lorraine Road at Rangeland Parkway

Authorization for Chairman to execute the Reimbursement Agreement for Transportation Improvements-Lorraine Road at Rangeland Parkway with the Lakewood Ranch Stewardship District, a local unit of special purpose government established pursuant to Chapter 2005-338, Laws of Florida, and located in Sarasota and Manatee Counties, for the design and construction of improvements to the Lorraine Road/Rangeland Parkway intersection including the installation of traffic signalization.
Adoption of Budget Resolution B-20-014 amending the annual budget for Manatee County, FL for fiscal year 2020. This budget amendment adjusts the FY20-24 CIP.
Manatee County, a political subdivision empowered pursuant to Section 125.01 and section 336.02, Florida Statutes, to undertake and fund development and construction of County roadways within its boundaries.
The Lakewood Ranch Stewardship District was established for the purpose of planning, financing, constructing, operating, and/or maintaining infrastructure improvements, including but not limited to certain roadway and associated intersection improvements.
The intersection at Lorraine Road and Rangeland Parkway, in Lakewood Ranch, is to be constructed with a traffic signal and turn lanes. Rangeland Parkway is being constructed as a 4 lane facility by the developer. Lorraine Road at this intersection is being prepared for a future 4 lane improvement, but only being constructed as needed now. The signal design, right-of-way acquisition, and culvert extension work all contribute to the build out of Lorraine Road to be just a pavement expansion.
All of the intersection improvements are part of the infrastructure sales tax project list.
The County agrees to reimburse 100% of costs of the design and construction of the improvements. Total cost estimate is $2,547,975.44 (Exhibit C).
