Peer Support Facility Pilot Program

Authorization to continue with the proposed Facility Pilot Program.
Florida Senate Bill 376 extends Workers’ Compensation indemnity benefits to First Responders with work-related PTSD.
SB 376 outlines the specific qualifying events, exposures, and diagnosis needed for a compensable workers’ compensation claim.
Florida Statute Section 767.04 places strict liability on the "owner'' of a dog for any damages suffered by any person bitten by the dog.
The Pilot Program would utilize a Facility Dog to assist Peer Support's efforts to address the increasing rate of PTSD claims and assist with the overall mental health and wellness of the EMS and Public Safety staff.
Valor Service Dogs would retain ownership of the Facility Dog, but it would be in the possession, custody, and control of Public Safety staff.
The dog would 'work' at the Public Safety Center, as well as EMS Stations and other Public Safety Facilities.
The Facility Dog would live with a Public Safety employee who is designated as the dog's handler. Valor has offered to train the handler in the care of the dog and provide the Facility Dog free of charge.
The Department of Public Safety would be responsible for the care, upkeep, and veterinary services required by the dog, which will be provided by the Animal Services Division of Public Safety.
Manatee County maintains no liability insurance that would provide coverage for a Facility Dog. The liability issues need to be addressed prior to any contractual commitments being made for this program.
