Action Requested

Authorization for the Chairman of the Board of County Commissioners to execute Florida Fish and Wildlife Conservation Commission grant agreement FWC-19042 in the amount of $60,000, and adoption of Budget Resolution B-20-013 amending the Annual Budget of Manatee County, FL, for FY 2020. This budget amendment adjusts the FY 20-24 CIP.

Background Discussion

In 2015, the Manatee County Parks and Natural Resources Department received State and Federal permits to create the Larry Borden artificial reef, a 40-acre site located 7 nautical miles due west of Longboat Pass.  In 2017, the Parks and Natural Resources Department conducted an initial artificial reef construction project at the reef.

The project, which placed approximately 1,500 tons of large limestone boulders at two locations within the permitted area, was funded by a $60,000 Florida Fish & Wildlife Commission (FWC) grant and $115,000 General Fund monies.

On December 12, 2017, the Board of County Commissioners accepted another $60,000 grant from FWC for a second deployment of limestone for the project scheduled for this summer. 

FWC has awarded Parks and Natural Resources $60,000 to contribute toward an additional deployment of limestone at the permitted Borden Reef site. Allowing for payment of contractor mobilization and maximize the amount of reef materials deployed while augmenting the total area of quality reef habitat for marine fish, crustaceans, and encrusting organisms that are naturally restricted to relatively scarce areas of sea bottom that have suitable substrate for colonization.  Additionally, this award will provide materials which enhance recreational fishing and diving opportunities in area waters and stimulates sectors of the local economy tied to these activities.

Adoption of Budget Resolution B-20-013 is requested.
