Approval of the 2019-2022 Manatee County Behavioral Health Transportation Plan.
Florida Statutes, Chapter 394 Florida Mental Health Act
The Manatee County community (Behavioral Health Consortium/Acute Care Systems Taskforce) has successfully implemented a behavioral health transportation plan (Plan) in Manatee County since 1997, as approved every five (5) years by the Board of County Commissioners and the Department of Children and Families (DCF). The most recent Plan was approved by the Board of County Commissioners in 2016. The Plan participants include local hospitals, behavioral health providers, law enforcement, and Manatee County's Departments of Public Safety and Neighborhood Services.
Florida Statute 394.462 requires that a transportation plan be developed in conjunction with the local managing entity (CFBHN - Central Florida Behavioral Health Network), and implemented in each County. The purpose of the Plan is to describe methods of transport to a facility for behavioral health examination, stabilization and treatment as approved by revisions by the Health and Human Services Subcommittee in Florida's 2016 Senate Bill 12, "Mental Health and Substance Abuse."
The attached Plan, presented for Board approval, has been developed by various Manatee County stakeholders to continue our community's Designated Receiving System for acute behavioral health services. The required changes to this document have been incorporated and reviewed by the Acute Care Systems Taskforce including definitions, provisions and objectives, age specific resources, and additional accountability and oversight monitoring along with an enhanced focus on recovery-oriented systems of care which include diversion, voluntary access, mobile crisis and response, peer support, and other evidence-based interventions to improve outcomes.
The stakeholders collaborating in the development of the Plan include, but are not limited to, CFBHN, DCF, Centerstone of Florida, Suncoast Behavioral Health Center, Manatee Memorial Hospital, Manatee County Sheriff's Office and other local law enforcement, Department of Health in Manatee County, Manatee County Department of Public Safety, and the Neighborhood Services Department.
The attached Plan requires approval at this time by the Board of County Commissioners. The Plan will then be forwarded for approval by the Florida Department of Children and Families. There is no cost to the County for continued implementation of this Plan in the community.
