Action Requested

Authorize the County Administrator or his designee to execute Change Order #3 to T1200099 with Brandes Design-Build, Inc., adding $42,541.18, revising the Contract amount from $6,909,474.73 to $6,952,015.91 and adding an additional 126 calendar days to the completion of the project.

Background Discussion

Change Order #3 provides for the installation of the following items which are required in order to complete the project.

These items are a result of utilizing the existing High Service Pump Motors for the new transfer pumps in the converted Transfer Pump Station.

  1. Transfer Pump Station RTD (Resistance Temperature Detectors) wiring.  The RTDs monitor motor temperature in order that the motors do not over heat.
  2. High Service Pumps #4 RTDs.  Five (5) existing High Service Pumps are being moved to the new High Service Pump Station.  High Service Pump #4 is missing RTDs in its motor.
  3. MOV Conduit and Wire.  An additional conduit and wiring are required for the 120 vac signals from the motor operated valve (MOV) to the PLC.
  4. Flowmeter Manhole Sump Pump.  A sump pump is to be added to the manhole where an ultrasonic flowmeter is located.  The sump pump will protect the flowmeter sensors in the event of heavy rains or ground water infiltration.
  5. Transfer Pump Variable Frequency Drive (VFD) fuses.  Two (2) of the existing variable frequency drives (VFDs) used for 350 hp High Service Pumps will be reused for 100 hp low service, transfer pumps.  The internal fuses and contractors in the VFDs need to be changed to lower amperages to protect the new pump.

Change Order #2 provided for the electrical duct bank removal.  Change Order #2 also provided to cover costs associated with the long term pump storage and maintenance fees.

Change Order #1 provided for the replacement of six (6) 24" Butterfly Valves at the effluent pump station and the addition of seventy (70) calendar days for the completion of the project.

ACA #1 (Administrative Contract Adjustment) provided for an additional ninety (90) calendar days to the contract completion schedule due to unforeseen circumstances.

May 8, 2012, the BCC executed an Agreement with Brandes Design-Build, Inc., Clearwater, FL, in the amount of $6,816,000.00 for the construction of a 2nd 10 Million Gallon Tank and High Service Pump Station based on a construction schedule of 450 calendar days.
