Action Requested

Authorization to award IFB #13-1674CD, Digester Modifications at the Southwest Water Reclamation Facility, to the lowest, responsive, and responsible bidder, RTD Construction, Inc., Zephyrhills, FL, for a total base bid of $2,985,920.00 (Bid "B", 330 calendar days), and authorize the County Administrator, or designee, to execute the Agreement and accept and date the Performance and Payment Bonds, and adopt Budget Amendment Resolution B-14-017.

Background Discussion

The Work consists of modifications to four digester tanks at the Manatee County Southwest Water Reclamation Facility to facilitate the process for nitrogen removal. The modifications to the digester tanks include the removal of residual solids and tank cleaning services in tanks 2 and 4; selective demolition in tank numbers 2 and 4 to include: all equipment on tanks' roofs, removal of tank roofs, removal of all tanks' internals, removal of all piping systems that are not required for tank operation; installation of County furnished jet aeration equipment on all four digester tanks; installation of Contractor furnished electrical and instrumentation controls for four complete operating jet aeration systems on all four digesters. Formal, competitive sealed bid procedures were followed resulting in a total of three (3) bidders submitting a sealed bid for consideration.

On October 24, 2013, a memorandum was received from Public Works Department recommending award to RTD Construction, Inc., Zephyrhills, FL 33542 for a total base bid of $2,985,920.00 with a 330 calendar day completion time (Bid "B").


Budget Amendment Resolution B-14-017 represents a transfer of $4,975,000 from the Water/Sewer Reserves to the Utilities Capital Improvement Project Fund for the Southwest Water Reclamation Facility Process for Nitrogen Removal construction related costs. This project was included within the Capital Improvement Program FY14-18 which was adopted by Resolution R-13-164 which was passed on September 19,2013.
