Fourth Amendment - Pollutant Storage Tank Agreement with the Environmental Protection Division of Hillsborough County

Authorize Chairman to execute Fourth Amendment to the Interlocal Agreement between Manatee County and the Environmental Protection Commission of Hillsborough County for Storage Tank System Compliance Verification Program.

Background Discussion
Since 1989, Manatee County has contracted with the State Department of Environmental Protection (FDEP) to perform pollutant storage tank compliance verification activities.  Funds for the program come from the Inland Protection Trust Fund and pay local programs to conduct inspections on all regulated storage tanks pursuant to Chapters 62-761 and 62-762, F.A.C.

In 2012, FDEP developed a regional approach to fund allocations which resulted in termination of our local contract in favor of the regional contract to Environmental Protection Commission (EPC) of Hillsborough County.  EPC agreed to subcontract with Manatee County through an agreement for Manatee County staff to continue to perform local inspections.  EPC's master contract is substantially the same as the County's former contract with a 10-year term and annual tasks assignments.  The original interlocal agreement with EPC was executed by the Board on September 11, 2012, and the third amendment approved by the Board on August 11, 2015, outlines the work assignment for FY2016 (July 1, 2015 - June 30, 2016).

This fourth amendment proposes to amend the recently approved third amendment to include a Compliance Assistance Visit (CAV) program which requires an additional 40 site visits.  Compensation for these activities is $190.11 per visit, up to $7,604.40 total added to the existing task assignment.
