Authorize the County Administrator or his designee to execute Amendment No. 1 to Agreement No. 16-2334CD for Professional Utilities Engineer of Record Services with Carollo Engineers, Inc., Sarasota, Florida.

On April 4, 2017, the Board of County Commissioners approved Agreement No. 16-2334CD for Professional Utilities Engineer of Record Services on an as needed basis with Carollo Engineers, Inc., Sarasota, Florida.
The Consultant shall perform as the County's Professional Engineer of Record for the Utilities Department. As the Engineer of Record ("EOR"), the Consultant will be expected to conduct studies and prepare reports regarding maintenance and operation of existing facilities, systems, and connections, perform rate studies, and provide technical assistance on all utility operational, technical, engineering, and financial issues. Issues include, but are not limited to, bond refinancing, grant funding and rewrite, loans and bond issues related to utility systems, and preparation of an annual report in accordance with requirements of the bonds.
Amendment No. 1 replaces Exhibit B, "Hourly Fee Rate Schedule," pages 28 and 29 only, that lists the job classification, hourly fee, and names of each individual engineer of record for each firm as well as each subconsultant personnel to be identified for each discipline / job classification, with a revised Exhibit B that indicates only the job classification and fee for each.
Work Assignment duties and hours are negotiated and fees charged based on the classification or job title. The current agreement requirement of maintaining a roster of employees for the EOR and all subconsultants has proven inefficient for County staff and the consultants.
By removing individuals' names on pages 28 and 29 of Exhibit B, "Hourly Fee Rate Schedule," frequent amendments to make administrative changes related to personnel changes within the consultant's firm and/or assignment of individuals to a specific project will no longer be required.
Assigning duties and hours by job classifications ensures the appropriate knowledge and skills required to complete the duties are engaged and will allow the personnel changes that occur in either the EOR or the subconsultants without unnecessarily presenting an obstacle to completing the work required in a timely manner.
