Invitation for Bid Construction (IFBC) No. 19-TA003069AJ - End of Service Life Force Main Replacements

Action Requested

Authorization to award IFBC No.19-TA003069AJ, End of Service Life Force Main Replacements to Harris McBurney and Associates, Inc., for a total cost of $1,318,297.01 based on a construction completion time of 365 calendar days.

Authorization for the County Administrator, or designee, to execute the Agreement and accept and date the Public Construction Bond.

Adoption of Budget Resolution B-20-017 amending the annual budget for Manatee County, Florida, for fiscal year 2020.  This Budget Amendment adjusts the FY20-24 CIP.

Background Discussion

This project consists of the replacement and rehabilitation of four force mains situated in Manatee County:

  1.  DeSoto Memorial Water Main Replacement: From 83rd ST W to 78th ST W along DeSoto Memorial Highway (75th St NW)
  2. FM 29A Force Main Replacement: 20th ST W to 18th ST W along 55th Ave W.
  3. Old Tampa Rd Force Main: New Forcemain crossing Old Tampa Rd. @ Kingsfield Dr & Wilderness Blvd
  4. FM 10M: New Forcemain from 102nd ST W. to deadend along 46th Ave W.

The work includes the construction and installation of piping, directional boring, pavement restoration, milling and surfacing, and manhole lining rehabilitation.

On August 18, 2019, the County issued IFBC No. 19-TA003069AJ for EOSL Force Main Replacements. Four responsive and responsible bids were received for consideration per the attached tabulation.

Procurement Division and the Project Management Division of the Public Works Department recommend award to the responsive and responsible bidder having the lowest cost, Harris-McBurney Company, Inc.

Budget Resolution B-20-017 transfers $402,075 from reserves in the Water and Sewer Capital Improvements fund to the Desoto Memorial Highway Water Main project to fund the contract award for construction and associated overhead costs. Also, transfers $824,640 from reserves in the Utilities Maintenance Projects fund as follows: $393,665, Force Main 29A project; $175,635, Force Main Old Tampa Road project and $255,340, Force Main 10M project to fund the contract award for construction and associated overhead costs.
